OSP - Accomplishments
Elevating Standards for Safe and Efficient Veteran Care Introduction:
The Office of Sterile Processing (OSP) is instrumental in ensuring the highest standards of sterilization processes within VA, providing essential support for safe patient care. Through a series of strategic initiatives and educational programs, OSP fortified its operations to support the efficient delivery of reusable medical devices (RMDs) and improve surgical outcomes for Veterans. By successfully conducting a comprehensive national exercise, OSP reinforced its commitment to continuous improvement and resource optimization.
The office adeptly managed significant financial resources, directing them toward critical upgrades that bolster system performance. Through concerted efforts in standardizing practices and modernizing equipment, along with ensuring thorough training and education for staff, OSP solidified the foundation for delivering safe and reliable care. The impressive certification pass rates and the deployment of targeted orientation programs for new nurse executives demonstrate OSP’s proactive approach to leadership development and quality assurance. Collaborative efforts with key offices and the expansion of educational opportunities have been crucial in maintaining high standards of care for Veterans, particularly in the critical area of sterile processing.
Key Achievements:
National Point-in-Time Exercise:
Executed a national exercise to verify the robustness of Sterile Processing Service (SPS) processes, leading to the identification of best practices and improvement opportunities for operational efficiency.
National Instrument Tracking System (ITS):
Led the development of the National Instrument Tracking System (ITS) contract to consolidate contracts for 190 medical facilities into one centralized contract, achieving a cost savings of $1M. This initiative reduced man hours spent on contracting and oversight, allowing staff to focus more on safe reprocessing of instruments to improve Veteran care. The effort advanced standardization for SPS and Surgical Services, enhanced bidirectional communication across VA, and is critical to the federal EHR modernization, improving operational efficiency and patient safety.
SPS Standardization and Modernization:
Developed and implemented a national standardized nomenclature system for SPS reusable medical devices, significantly improving Veteran care by enhancing surgical procedure reliability and reducing delays . This pioneering initiative reduced 191,861 items to 3,836 unique containers, eliminating duplicates and obsolete items by over 98%, and standardized identification numbers for 1,135 instrument sets across all VA systems. This system improved interface reliability, nearly eliminated Federal Electronic Health Record (FEHR) IT data errors, and reduced preference card creation time, all while supporting the VA Secretary's standardization mandate and promoting the 'One VA' care model. This innovation has also gained interest from the Department of Defense for broader adoption.
Sterile Processing Services (SPS) Operations:
Ensured VHA facilities received critical fiscal support for improvements, urgent equipment and system upgrades through the $50M Sterile Processing Services (SPS) Specific Purpose Fund program to include the following oversight functions to ensure funds distributed in line with program goals to standardize, upgrade and improve SPS operations at 126 facilities; access to safe care for over 400K Veterans.
Sterile Processing Audits & Executive Summary Reports:
Conducted 32 facility audits and produced executive summary reports using risk prioritization criteria. Through these audits, we identified 12 mission-critical, stop-the-line issues and 191 priority deficiencies that require urgent action and risk mitigation to ensure the safe reprocessing of medical devices for Veteran patients
Ensure Highest Standards of Patient Care:
Ensured monitoring and resolution of 260 sterile processing related issue briefs, addressing critical patient safety concerns. Led team to improve tracking and identification of SPS quality indicators and defined comprehensive categories for SPS Issue briefs (IB) and revamped internal IB tracker and Power BI tool to capture data and give visual presentations to identify high risk areas across the nation to drive decision making, prioritize interventions, and ensure the highest standards of patient care.
Education and Training Expansion:
Expanded SPS education to include training from various VHA program offices and partnered with the Office of Accreditation for Joint Commission training sessions, engaging more than 1,000 VHA staff members.
Certification and Communication Improvements:
Overhauled the OSP education communication SharePoint site and certification request process, achieving a 92% certification pass rate following educational sessions.
Orientation Planning for New Leaders:
Established an orientation planning work group, resulting in comprehensive training modules and an orientation plan for new Associate Directors for Patient Care Services (ADPCS).< /p>
Training for Nurse Executives:
Leadership Resource Guide Development:
Created a training and resource guide for SPS leaders, ensuring 100% training completion among VISN Chief Sterile Processing Officers and establishing a dedicated SharePoint site for resource access.< /P>
Clinical Restructuring Reviews:
Collaborated on Clinical Restructuring Reviews with the National Surgery Office and other key stakeholders, supporting new program implementations while securing necessary sterile processing resources.
